Module 1: Hazards and Safe Practices for Hand and Power Tools

This module explores the hazards associated with hand and power tools and highlights strategies to prevent worker injuries through proper tool use and personal protective equipment (PPE).

Employees must be competent in the safe handling and operation of tools and equipment, while employers are ultimately responsible for ensuring that all tools are in safe working condition. Employers must never issue or allow the use of unsafe hand or power tools.

Only competent or qualified persons should perform work on electrical equipment. The definitions are as follows:

  • Competent Person (CP): An individual capable of identifying existing or predictable hazards in the work environment or conditions that are unsanitary, hazardous, or dangerous to employees. A CP is authorized to take prompt corrective action to eliminate hazards and must have training, knowledge, and experience specific to the area, along with employer-granted authority.
  • Qualified Person (QP): An individual who holds a recognized degree, certificate, or professional standing, or who has demonstrated extensive knowledge, training, and experience to solve problems related to the work, project, or subject matter. This designation emphasizes credentials and specialized training rather than authority.

Five Basic Safety Rules for Hand and Power Tools

  1. Maintain Tools: Keep all tools in good working condition through regular maintenance.
  2. Use the Right Tool: Always select the appropriate tool for the job.
  3. Inspect Before Use: Examine each tool for damage before use and never use damaged tools.
  4. Follow Instructions: Operate tools according to the manufacturer’s guidelines.
  5. Use PPE: Provide and properly use the appropriate personal protective equipment.

Employers and employees should collaborate to establish safe work procedures. If a hazardous situation is identified, employees must immediately report it to a supervisor or another responsible person for corrective action.
