Chain of Command

The written program must also describe the chain of command at the site. The chain of command establishes one person with overall responsibility for managing site operations and links them to others responsible for specific tasks.

Personnel included in the chain of command typically include:

  • General supervisor – directs overall site operations
  • Site safety-and-health supervisor – has the authority and expertise to develop and enforce the program in compliance with HAZWOPER
  • Employees involved in cleanup operations – responsible for performing tasks according to the plan
  • Emergency responders – personnel designated to respond to site emergencies

Site-Specific Program Requirements

  • Single Site Program: One comprehensive site-specific safety and health program for cleanup operations is acceptable if it covers all tasks, operations, and employers on the site, and employees are trained to follow it.
  • Contractors/Subcontractors: Each contractor or subcontractor must comply with HAZWOPER requirements.
  • Existing Programs: If a written workplace safety-and-health program already exists, a separate plan is not required. However, the site-specific program must address conditions unique to the site.

The program should include:

  1. Worksite organizational structure
  2. Comprehensive work plan
  3. Site-specific Health and Safety Plan (HASP)
  4. Safety and health training program
  5. Medical surveillance program
  6. Standard operating procedures (SOPs) for safety and health
