Introduction

Education is the foundation of an effective Hazard Communication (HAZCOM) Program. A strong HAZCOM program ensures employees understand the chemical hazards they may encounter and are equipped to work safely around them.

This module focuses on how employers can effectively communicate hazard information and train employees to safely handle hazardous chemicals in the workplace. It also outlines the key responsibilities employers have in providing and maintaining a compliant HAZCOM program.

When to Inform and Train

Employers are required to provide employees with effective information and training on hazardous chemicals in their work area:

  • At the time of their initial job assignment, and
  • Whenever a new chemical hazard—one that employees have not been previously trained about—is introduced into their work area.

Training should ensure that employees understand the hazards, can read and interpret labels and Safety Data Sheets (SDSs), and know how to protect themselves in case of exposure.

Information Requirements

Employees must be informed of the following:

  1. The requirements of the Hazard Communication Standard (HCS).
  2. The operations in their work area where hazardous chemicals are present.
  3. The location and availability of:
    • The written hazard communication program,
    • The list of hazardous chemicals used in the workplace, and
    • The Safety Data Sheets (SDSs) required under the HCS.
