On-Site Survey
According to OSHA Standard 29 CFR 1910.120(c)(2), immediately after the initial site entry, a qualified person must perform a detailed on-site evaluation based on the findings of the preliminary off-site characterization.
Purpose of the Detailed Evaluation
The main objectives of this on-site assessment are to:
- Identify existing site hazards, such as confined spaces, unstable structures, or chemical contamination.
- Determine appropriate engineering controls and select proper personal protective equipment (PPE) required for safe task performance.
This evaluation serves to verify and supplement the information gathered during the off-site characterization phase, ensuring that the site’s true conditions are accurately understood before full-scale operations begin.
Hazard Assessment and Prioritization
Following the on-site survey, priorities must be established for both hazard assessment and site activities. Because entry teams may be working in largely unknown environments, it is essential to proceed with extreme caution and take conservative safety measures at every step.
Composition of the Entry Team
The entry team should always include a minimum of four trained personnel:
- Two workers designated to enter the site.
- Two outside support personnel, fully equipped with PPE and prepared to perform emergency rescue operations if necessary.
The team composition may vary based on site-specific conditions, but this minimum standard ensures both worker safety and compliance with HAZWOPER emergency preparedness requirements.
