Employers involved in crane operations on construction sites must follow the requirements outlined in 29 CFR 1926 Subpart CC – Cranes & Derricks in Construction. This includes not only those operating cranes but also other employers whose workers may be exposed to related hazards. OSH Center’s multi-employer policy outlines shared responsibilities across four key employer roles:

  • Creating Employers – those who cause hazardous conditions
  • Correcting Employers – those assigned to fix hazards
  • Exposing Employers – those whose employees are at risk
  • Controlling Employers – those with overall supervisory authority at the site

This introductory course provides an overview of Subpart CC, focusing on the most common compliance responsibilities for employers and outlining key duties for both employers and employees in construction settings.

Course Objectives

By the end of this course, you should be able to:

LO 1.1.4 Recognize hazards related to crane motion and moving parts of hand or power tools used in conjunction with crane operations.
LO 1.1.5 Explain certification requirements for crane operators, signal persons, riggers, and assembly/disassembly crews.
LO 1.1.6 Describe required training topics for crane operators and discuss minimum training expectations.
LO 1.1.7 Outline the employer’s responsibility to provide initial and refresher training for crane operators.
LO 1.1.8 Describe inspection protocols for shift-based, monthly, and severe-service conditions involving cranes and rigging equipment.
LO 1.2.1 Explain the importance of operating cranes within rated load capacity and the dangers associated with exceeding limits.
LO 1.2.2 Summarize employer responsibilities for ensuring operators follow safety guidelines provided by the manufacturer or a qualified professional.
LO 1.2.3 Describe safety measures and operator responsibilities when loads are suspended during crane operations.
LO 1.2.4 Identify the proper procedures for servicing cranes and related equipment that are not currently in use.
LO 1.2.5 Discuss the requirements for testing crane functions and verifying equipment safety during operation or when in transit.
LO 1.2.6 Explain signaling practices and how to maintain safe control over the crane work zone.
LO 1.2.7 Describe specific precautions and limitations associated with lifting or transporting personnel using cranes.
